Nest

The pipes that this nest rest on are connected to the back of a building that is part of a county court house complex. If you look closely you can see that part of the nest is made out of strips of paper that have gone through a shredder. Were they found by the bird in a nearby dumpster? I wonder what was in those documents that those strips came from. Divorce decrees? Wedding applications? Eviction notices (someone losing their "nest")?
