Three flags

I could hear these flags snapping in the wind from blocks away. They are located in front of the courthouse in Media, PA. They are supposed to be stacked vertically one above the other, but the largest, the American flag has wrapped around the flag pole pulling the rope the flags are attached to higher, and the wind is whipping hard enough that other two flag are pulling the rope outward and up, so all three flags are vertically parallel to one another.

They are flapping so hard it makes the end of the flags appear to be tattered. Literally making popping sounds in the wind. It's like they are tired of not being noticed, and trying to get someone's attention.
